Tracy Motton — Founder and President

With over 17 years of experience in mental health, Tracy Motton is dedicated to empowering individuals and communities — particularly underserved populations. Her work focuses on breaking the stigma surrounding mental health in the context of domestic violence and youth outreach.

Tracy holds a Master of Arts in Clinical Mental Health Counseling from South University, a Master of Education from Cambridge College, and a Bachelor of Arts in Psychology from Norfolk State University. She is a Licensed Professional Counselor-Resident (LPC-R) and practicing outpatient therapist.

As Founder and President of The True Hope Legacy Foundation, Tracy leads with empathy, vision, and a deep belief that no one should face life's challenges alone. Through compassion and perseverance, she helps survivors of domestic violence and at-risk youth find strength in their journey toward healing.

Scharnelle Hamlin

Secretary | Director of Marketing & Outreach

With over 18 years of experience in victim advocacy and crisis response, Scharnelle Hamlin has dedicated her career to supporting survivors of domestic violence, homicide victims, and individuals facing trauma. A nationally credentialed advocate with over 15,000 hours in trauma-informed care and crisis intervention.

Scharnelle holds a Bachelor's in Human Services, a Master's in Professional Counseling, and a Master's in Education. She brings deep expertise in mental health counseling and community outreach that strengthens the foundation's visibility and reach.

As Secretary and Director of Marketing & Outreach, Scharnelle is committed to breaking the silence around domestic violence and connecting individuals and families with the support they need. She believes healing begins with community, connection, and unwavering compassion.

Darren Blount

Darren Blount

Treasurer | Director of Community Partnerships

With more than 16 years of experience serving individuals with intellectual and developmental disabilities, Darren has built a career rooted in advocacy, compassion, and meaningful service. As co-owner of Foundations Supportive Services, he supports children, adolescents, and families through relationship-building, resource connection, and community-based care.

Darren is a strong advocate for mental health awareness and lives by the principle, "What you make happen for others, God will make happen for you." He is currently pursuing higher education at Walden University with the goal of becoming a Licensed Professional Counselor.

As Treasurer and Director of Community Partnerships, Darren leads with compassion, unity, integrity, and professionalism. He believes in the power of collaboration and inclusivity, striving to create spaces where individuals feel heard, respected, and supported on their path toward hope and healing.
