Tracy Motton — Founder and President

Tracy Motton

Founder | President

With over 17 years of experience in mental health, Tracy Motton is dedicated to empowering individuals and communities — particularly underserved populations. Her work focuses on breaking the stigma surrounding mental health in the context of domestic violence and youth outreach.

Tracy holds a Master of Arts in Clinical Mental Health Counseling from South University, a Master of Education from Cambridge College, and a Bachelor of Arts in Psychology from Norfolk State University. She is a Licensed Professional Counselor-Resident (LPC-R) and practicing outpatient therapist.

In addition to her work with the foundation, Tracy is the owner of TNM Mental Health Services, providing mental health services, intensive in-home care, and community crisis stabilization, as well as RenewMind Outpatient, an outpatient therapy practice — both rooted in the same commitment to compassionate, accessible mental health care.

As Founder and President of The True Hope Legacy Foundation, Tracy leads with empathy, vision, and a deep belief that no one should face life's challenges alone. Through compassion and perseverance, she helps survivors of domestic violence and at-risk youth find strength in their journey toward healing.

Scharnelle Hamlin

With over 18 years of experience in victim advocacy and crisis response, Scharnelle Hamlin has dedicated her career to supporting survivors of domestic violence, homicide victims, and individuals facing trauma. A nationally credentialed advocate with over 15,000 hours in trauma-informed care and crisis intervention.

Scharnelle holds a Bachelor's in Human Services, a Master's in Professional Counseling, and a Master's in Education. She brings deep expertise in mental health counseling and community outreach that strengthens the foundation's visibility and reach.

As Secretary, Scharnelle is committed to breaking the silence around domestic violence and connecting individuals and families with the support they need. She believes healing begins with community, connection, and unwavering compassion.

Darren Blount

Darren Blount

Treasurer | Director of Community Partnerships

With more than 16 years of experience serving individuals with intellectual and developmental disabilities, Darren has built a career rooted in advocacy, compassion, and meaningful service. As co-owner of Foundations Supportive Services, he supports children, adolescents, and families through relationship-building, resource connection, and community-based care.

Darren is a strong advocate for mental health awareness and lives by the principle, "What you make happen for others, God will make happen for you." He is currently pursuing higher education at Walden University with the goal of becoming a Licensed Professional Counselor.

As Treasurer and Director of Community Partnerships, Darren leads with compassion, unity, integrity, and professionalism. He believes in the power of collaboration and inclusivity, striving to create spaces where individuals feel heard, respected, and supported on their path toward hope and healing.

Danielle Godwin — Board Member

Board Member

Danielle Godwin is a dedicated entrepreneur, mental health advocate, and community leader with over 24 years of experience in the human services field. She is the Founder and CEO of Enhancing Minds LLC, a mental health agency, and Enhancing Hopes and Healthcare, a home healthcare agency.

Danielle holds a Bachelor's in Interdisciplinary Studies and a Master's in Community Mental Health Counseling from Norfolk State University. She is currently pursuing a second Master's in Clinical Mental Health Counseling at Regent University as she works toward becoming a Licensed Professional Counselor.

Guided by her faith and a passion for service, Danielle is committed to expanding access to care, strengthening community impact, and supporting sustainable growth. She believes true service is rooted in compassion, purpose, and a calling to uplift others through meaningful and lasting change.

Delicia Y. Peeples — Board Member

Delicia Y. Peeples, BS, RDMS

Board Member

Delicia Y. Peeples is a dedicated healthcare professional, educator, and community advocate with 13 years of experience as a Diagnostic Medical Sonographer. She has spent 8 years providing compassionate pediatric care and clinical expertise at Children's Hospital of The King's Daughters in the Hampton Roads area.

Delicia holds a Bachelor of Science in Interdisciplinary Studies with a concentration in Leadership from Old Dominion University. She currently serves as an Ultrasound Instructor with Old Dominion University at Eastern Virginia Medical School, where she prepares medical students, physician assistant students, and residents for clinical practice.

In addition to her clinical and academic roles, Delicia is pursuing her Master's in Medical and Health Professions Education. Through service and leadership, she remains committed to improving lives and empowering individuals across Hampton Roads.
